This was announced during a meeting between members of the Finance and Budget Committee of the Senate of the Republic of Kazakhstan and staff of the State Revenue Committee. The off-site session was attended by senators Olga Perepechina, Yerbulat Mukayev, Sergey Plotnikov and Baktybay Chelpekov.
The senators were shown the capabilities of the Contact Centre and the Situation Centre. The contact centre resolves problem enquiries received on the 1414 hotline. On average a single operator handles up to 94 calls a day. During a phone conversation lasting 3.5 minutes a caller can obtain an explanation of their situation without visiting a state revenue office. Residents of Nur-Sultan and Almaty are the most active: they account for 54.3% of all calls to 1414. A feedback mechanism is in place, and 91.6% of respondents have given the contact centre's work top marks.
All technical facilities are connected to the Situation Centre. The risk management system generates target behavior models for high-risk participants in foreign economic activity. The human factor in selecting an entity for inspection has been minimized.
State Revenue Committee staff gave a detailed account of major digital projects promoting business “transparency”. They presented the methods of the risk management system, which fully comply with World Bank recommendations. Twenty-six risk models have been developed, bringing an additional 132 billion tenge into the budget. We have made sure that taxpayers are categorized by risk level and selected for audits using digital analytics methods, which leave no room for the human factor.
Statistics were presented on violations detected in the movement of goods from EAEU countries. Since Kazakhstan joined the EAEU (2010), mutual trade had not been subject to analysis. In 2019, however, cases of “false transit” and of clearance in the name of fictitious consignees began to come to light, ultimately leading to substantial tax losses.
Accordingly, administration at border crossing points has been tightened with respect to the collection of import VAT, the “Export Control Module” pilot project has been launched and navigation seals are being used.
The areas of the State Revenue Committee's work described above are among the most widely discussed topics covered by newspaper and online media journalists. Participants in the session exchanged views and discussed a fairly broad range of issues.
